John Mutu is a seasoned governance and policy expert with over 23 years of experience driving democratic processes and governance reforms across Nigeria. His career is defined by a deep commitment to enhancing transparency, accountability, and inclusive decision-making principles that have shaped his extensive work across both public and private sectors. As the Executive Director of the Africa Parliamentary Resource Center (APRC), John plays a pivotal role in fostering international networking and knowledge exchange for government officials and parliamentarians, empowering them to learn from global best practices. Previously, he served as the National Team Leader of the Engaged Citizens Pillar (ECP) under the UK-FCDO-funded Partnership to Engage, Reform, and Learn (PERL) program. In this role, he spearheaded initiatives to strengthen governance systems within Nigeria’s legislature at both national and sub-national levels, with a focus on improving service delivery. John’s career is further enriched by strategic roles at the Nigerian Communications Commission (NCC), the National Assembly, and Etisalat Nigeria. His academic credentials include certifications from prestigious institutions such as the International Law Institute in Washington, D.C., Cambridge University, the London School of Economics, McGill University, and the School of Oriental and African Studies (SOAS).

Oluwatoyin Oyekenu is a dynamic and results-driven professional with over 15 years of experience in program management, strategic communication, and stakeholder engagement. As APRC's Director of Programs and Head of UK and US Operations, she leads the design, implementation, and monitoring of transformative programs that align with our client’s goals and our strategic objectives. Her expertise in both quantitative and qualitative analysis enables her to assess program outcomes effectively and guide strategic decision-making. Oluwatoyin has extensive experience managing large-scale grants, navigating complex funding mechanisms, and ensuring compliance with diverse donor requirements. She excels at fostering partnerships, having built collaborative networks across sectors such as public policy, governance, food security, education, and climate change. With a commitment to good governance, public health nutrition, and environmental action, Oluwatoyin has led cross-continental initiatives, secured significant funding, and enhanced program outcomes through innovative solutions. Her deep understanding of political economy analysis and knowledge management further strengthens her ability to enhance program planning and drive impactful, sustainable outcomes.

Dr. Perekeme Mutu is a seasoned legal scholar and development expert with extensive experience in corporate services, human rights law, and education law. He currently serves as the Director of Corporate Services and Head of African Operations at the African Parliamentary Resource Centre (APRC), where he leads strategic initiatives across the African continent and oversees corporate governance within the organization. Dr. Mutu is a Post-doctoral Fellow with the UNESCO Chair in Education Law in Africa, at the Department of Private Law, University of Pretoria, South Africa. He holds a Ph.D. in Law and an MPhil from the University of Pretoria (UP), as well as an LLB and BA (Honors) from the University of South Africa (UNISA). His academic journey has equipped him with expertise in international human rights law and children's rights, key areas of his research focus. In his career, Dr. Mutu has worked with the Southern African Development Agency as a development partner, and as a consultant for Child Rights Connect, a Switzerland-based Child Rights Organization. He has also served as a legal researcher for the Centre for Child Law at the University of Pretoria, further solidifying his commitment to advancing children's rights and promoting education law. With a wealth of experience in legal research, consulting, and international development, Dr. Mutu is dedicated to driving impactful policy changes and advancing APRC's mission to strengthen governance and public service across Africa. His expertise in education law, children’s rights, and human rights law, combined with his leadership skills, make him a vital asset to APRC's operations and strategic objectives.

Dr. Fineman Guy Goyei is an accomplished scholar and legislative expert with extensive experience in research, administration, and policy development. As the Director of Research and Business Development at the African Parliamentary Resource Centre (APRC), Dr. Goyei leads strategic research initiatives and drives business growth efforts, leveraging his deep understanding of legislative processes and governance. A native of Bayelsa State, Dr. Goyei holds a Bachelor of Science in International Studies from Ahmadu Bello University, Zaria, an M.Sc. in International Relations from the University of Abuja, and a Ph.D. in International Relations from the United States International University-Africa in Nairobi, Kenya. His academic background equips him with broad expertise in international relations and policy analysis. Dr. Goyei's career includes key roles within the Nigerian National Assembly, where he worked across various departments, including the Research Department, the Policy Analysis and Research Project (now NILDS), the Legal Research Department, and the Department of Appointments, Promotions, and Discipline. His work in the House of Representatives’ Rules and Business Committee and Parliamentary Security has further enriched his experience in legislative affairs. In addition to his administrative roles, Dr. Goyei has served as Associate Editor for the National Assembly Legislative Digest, Nigeria's official legislative publication. He is also a skilled rapporteur and has authored several publications, including The Role of the National Assembly in Democratising Nigeria’s Foreign Policymaking Processes, published in the FUDMA Journal of Politics and International Affairs (FUJOPIA). Currently, Dr. Goyei serves as an Assistant Director (Administration) in the Office of the Clerk to the National Assembly, where he supports the Special Assistant to the Clerk in key administrative and legislative tasks. His expertise in speechwriting, legislative research, and office administration, combined with his passion for knowledge-sharing and legislative development, make him a critical asset to APRC's research and business development efforts.

Mr. Nyong Ededet Edet is an accomplished communications expert with extensive experience in media production, corporate branding, and public relations. As the Director of External Communications and Public Affairs at the African Parliamentary Resource Centre (APRC), he oversees strategic communications, ensuring the Centre's activities are effectively communicated to external audiences, enhancing APRC's public image and engagement. Mr. Edet is highly skilled in the writing and production of news and documentaries, with proficiency in conducting personality interviews and delivering outside broadcasting services (OBS). He brings a wealth of experience in corporate branding, having worked with government ministries, departments, and agencies (MDAs) as well as blue-chip companies, ensuring their branding and communication strategies are effective and aligned with their goals. His previous roles include serving as Special Assistant (Editorial) to the General Manager/Editor-in-Chief of Akwa Ibom Newspaper Corporation, publishers of The Pioneer Newspaper. He also served as General Manager at The Bridge Limited, where he led the production of The Bridge TV Show on AKBC, The Bridge on the Radio on Atlantic FM 104.5 in Uyo, and the publication of The Bridge Newspaper. His extensive background in media has equipped him with the skills to craft targeted articles, features, and opinions, making him adept at shaping narratives that resonate with diverse audiences. Mr. Edet’s adaptability, creativity, and strong communication skills position him as a key figure in driving APRC's external communications strategy and enhancing its visibility across Africa and beyond.

Ann Dooshima Agba is a seasoned professional with nearly a decade of experience in strategic operations, program management, and organizational development. As the Director of Operations at the African Parliamentary Resource Centre (APRC), she ensures seamless organizational processes and oversees effective service delivery, brand compliance, and quality assurance. Her role is pivotal in maintaining APRC’s high standards and operational efficiency. Ann holds expertise in strategic planning, knowledge management, and communication, which she applies to advance APRC’s mission of fostering governance innovation and excellence in public service. With a diverse background in Conflict, Peace, and Strategic Studies, Industrial Design, and Event Planning, Ann has consulted for NGOs, legislative committees, state governments, and development organizations. This breadth of experience allows her to approach challenges with creativity and strategic insight. Her professional journey includes managing high-impact projects, contributing to policy reports, and facilitating collaborations between government bodies and stakeholders. Ann has consistently demonstrated leadership in curating and managing programs that align with organizational goals, all while championing accountability, transparency, and innovative solutions in work spaces. As the Senior Public Financial Management Expert (SPFME) for the World Bank's State Fiscal Transparency, Accountability, and Sustainability (SFTAS) Program at the Nigeria Governors’ Forum Secretariat, he played a vital role in advancing transparency and accountability initiatives across Nigeria. With a career spanning numerous consultancies for prominent organizations—including the World Bank, UNDP, GIZ, DFID, USAID, EU, Open Society Initiative in West Africa, and CIRDDOC—Dr. Amakom is highly skilled in leveraging fiscal governance frameworks to drive poverty reduction and sustainable economic development. His expertise extends to developing and implementing robust public financial management systems, advising on fiscal reforms, and strengthening accountability mechanisms within government institutions.
